IN 2001 Tower Hamlets Council admitted that it could not raise the funds necessary for the regeneration of the area.  Which led to an area wide consultation on the Way forward and future plans for the area.

This is led to the formation of the Leopold Area Regeneration Team in 2003 and the Transfer of the ownership of the Area to Poplar HARCA in 2005.

Which allowed the wide ranging Regeneration of the Area to begin.

LEOPOLD REGENERATION
The Leopold Area, which was largely built between 1967 and 1976, was suffering from poor building methods and design, neglect from its landlords, Tower Hamlets Council, and Anti Social Behaviour and Crime - which its poor design made remedies difficult.

Despite its problems - the Leopold Area had a strong community spirit which allowed solutions to be found.
